Honda Chaly, an Interesting Carburetor

This is to show my honda chaly’s carburetor to my friend. It has a diaphragm, but the throttle valve is to be lifted by the lever, which is connected to the throttle cable, so I don’t see the reason why it needs the diaphragm.
