Rammstein are telling the fans to climb the fence and fill up the middle section of the arena, which was relatively empty at this point during the concert. The left and right sections of the floor area were too crammed and this was causing problems. Till and co. are speaking Russian at this point and are saying something along the lines of “Rammstein will not accept this. Go to the middle. We will not continue playing. We will wait for you.“. Supposedly the tickets for the area in front of the stage were very expensive. If you watch closely during Links 2 3 4, you can see Till gesturing for people to move into the middle area, but to avail. * A fan managed to climb into the boat with Olli. As the boat was returning to the stage, Till calls out to this fan and helps him onto the stage to pose with the lead singer. This incident led to the absence of the boat stunt during the Moscow concerts that ensued a few days later.
