[SFM] Matchmaking?

A while back around the Scream Fortress update and a little bit before, snooping through the TF2 files lead to some interesting information about a potential skill ranking and matchmaking system. Naturally this lead to immediate pants-shitting from those who played competitive TF2 all over the world, and speculation began. How would it work?
