This is an easy way to make tutu skirt for babies. To make Tutu Skirt (for 1 year old baby) You will need two colors of Tulle Material - 4 to 5 metres each Cut it into 20“ length & 4“width strips Fold the strips into half Satin or Cotton ribbon - 21“ to 23“ length Cardboard Box as shown in the video or any rectangular object to hold the ribbon
