This is a list of all reigning monarchs in the history of Russia. It includes the princes of medieval Rus′, tsars, and emperors of Russia. The list begins with the semi-legendary prince Rurik of Novgorod, sometime in the mid 9th century (c. 862) and ends with emperor Nicholas II who abdicated in 1917, and was executed with his family in 1918. During its 69-year history, the Soviet Union usually had a de facto leader who would not necessarily be head of state but would lead while holding an office such as premier or general secretary. Under the 1977 Constitution, the chairman of the Council of Ministers, or premier, was the head of government[1] and the chairman of the Presidium of the Supreme Soviet was the head of state.
