Right now Russia is on a steady advance in eastern Ukraine but just this week President Putin issued a change to the Russian nuclear doctrine that lowered the threshold for the use of nuclear weapons. The move appears to be in anticipation of, or in hopes of averting, western approval for Ukraine to use their weapons to strike inside of Russia. Meanwhile, Ukrainian President Zelensky is in the US drumming up support for his plan to end the war in Ukrainian terms. A big part of that is likely to include permission to strike deeper inside of Russia.
