Four charged after terrorist attack on Moscow concert hall

Four suspects have been charged after a concert venue in Moscow was targeted by armed assailants. It comes as the death toll from the attack rises to at least 137 people. It is the worst act of terror on Russian soil in 20 years. Islamic State has claimed responsibility, but Russian President Vladimir Putin maintains Ukraine is complicit. The jihadist group posted a video from the attack on Crocus City Hall. The Kremlin has released images of President Putin praying for the victims of the attack as the nation mourns its collective loss.
