On Tuesday, Chinese President Xi Jinping urged all parties in the Israel-Hamas conflict to stop fighting and release captured civilians, and he proposed an international conference to promote long-term peace.

Xi addressed via video link at a summit held by his South African counterpart, Cyril Ramaphosa, who is also the current chair of the BRICS group of countries, which also includes Brazil, India, and Russia.
“It is critical to ensure the safe and unhindered transit of humanitarian aid and to halt collective punishment against the people of Gaza through forceful expulsion, as well as the shutting down of water, power, and oil,“ Xi added.
China’s newest drive to position itself as a peacemaker comes a day after a Saudi-led delegation of Muslim foreign ministers visited Beijing, pushing Xi’s government to take a larger role in bringing the war to an end.
Xi also spoke by phone with French President Emmanuel Macron on Monday, agreeing that a “two-state solution“ is the primary way out of the decades-old conflict, which was renewed when the Palestinian militant group Hamas launched a devastating strike on Israel from Gaza on Oct. 7.
On Tuesday, Xi reaffirmed support for the restoration of Palestinian sovereignty. He believes a more “authoritarian“ conference should be held to generate international consensus for a just and permanent solution to the Palestinian conflict.
Ramaphosa joined Xi in criticising the war, claiming that both Israel and Hamas had broken international law by committing “atrocities.“
“The collective punishment of Palestinian civilians by Israel through the unlawful use of force constitutes a war crime,“ South Africa’s president declared.
S. Jaishankar, Indian External Affairs Minister, spoke on behalf of Prime Minister Narendra Modi, saying the ongoing Israel-Hamas conflict in Gaza was causing “immense human misery,“ affecting civilians, the elderly, women, and children.
“We appreciate all international community efforts toward de-escalation,“ he said, emphasising the “vital necessity“ to guarantee that humanitarian aid and relief reach the Gaza population effectively and safely.
“It is also critical that all captives be released,“ he added, citing a global commitment to follow international humanitarian law.
According to reports, Israel and Hamas are considering a cease-fire to allow aid into Gaza and possibly swap hostages.
The Hamas militants who stormed Israel on October 7 killed an estimated 1,200 people and kidnapped another 200. According to Hamas health officials, Israel’s reprisal has killed over 13,000 Palestinians.
Despite Beijing’s support for a cease-fire, some international observers believe China has the clout with key conflict stakeholders required for a breakthrough.
