Thought they sounded familiar. Instrumental used for this is by BeFour, a german eurodance group very popular in the 2000s. I grew up watching their music videos on Super RTL/Toggolino so this mixed with Gaga really escalates my childhood. Oh, the song is Magic Melody, and they obviously sampled ATC’s La La La.
