Full title reads: “London. ’A Parliament of Empire.’ The Prime Minister opens Imperial Conference destined - all men of goodwill will hope - to restore our old time prosperity and prestige.“ Foreign Office, London. Mr Robert Bennett, Prime Minister of Canada, and members of the Canadian delegation stand on steps of building. Mr H H Stevens, Minister of Trade, Mr Hugh Guthrie, Minster of Justice and Mr Maurice Dupre, the Solicitor General. They turn and walk into the building. Also on the steps is General Hertzog, the Prime Minister of South Africa. Mr James Ramsay MacDonald, British Prime Minster, walks across to the Foreign Office with aides. MacDonald stops to talk to the press. He poses for the cameras. Other delegates arrive. (Voiceover continues after film and notes the arrival of J H Thomas.)
