Who is the Mysterious Minister of War in Doctor Who?

In series 9 of Doctor who in the episode titled Before the flood, a character called the minister of war is mentioned alongside the masters Harold saxon to the 12th Doctor Peter capaldi. Since this, the character hasn’t been mentioned in the show leading to some crazy theories. For instance the Doctor, the master or a timelord being the minister. However with the new episode of Doctor Who 73 yards which sees the companion Ruby Sunday in a supernatural horror thriller. We meet a character that is a War hungry prime minister of the UK. A character that Ncutu Gatwas 15th Doctor speaks about. People now believe this crazy disgusting character is the Minister of war. But is he?
