Russian President Vladimir Putin criticized the West for destabilizing global security by military build-up and interference in other countries’ affairs in a video address to a security conference in Moscow. Russia’s top diplomat Sergey Lavrov echoed Putin’s comments, blaming NATO for spreading military equipment supplied to Ukraine.
