The Ukraine Crisis and the European Security Architecture

With close to 200,000 Russian troops massed around Ukraine and warnings by the US —despite repeated Russian assertions to the contrary— that an imminent attack on Ukraine is likely, there is fear that Europe is closer to a major war than it has been since the breakup of former Yugoslavia. Over the past weeks several meetings between Russia and Western allies have failed to reconcile apparently irreconcilable visions of European security.
