Around 9:30 a.m., a storm surge turned a 10-foot high tide into a nearly record-breaking 14-foot high tide and floodwaters, making it the third-highest high tide ever recorded in Portland. As of 10 a.m., Central Maine Power had reported more than 42,000 of its customers experiencing power outages, with the largest number in Lincoln County, with nearly 9,100 customers.
