This film “Child Abuse and the Police“ is one of a series of training films produced by the Attorney General’s Office for the State of California, in conjunction with grants from California Council on Criminal Justice and the Law Enforcement Assistance Administration, U.S. Department of Justice. It was intended to educate the police on how to deal with cases of child abuse and 415 family dispute or domestic violence call. The film was directed by Richard Seigel, and it is presented by Evelle J. Younger Attorney General of the State of California. Children playing basketball in slow-motion (1:03). Man (later identified as Jamie Lowell Hatching) dressed in a VW mechanics shirt walks in the door and turns on the light as two kids are playing in the living room (1:58). Hatching starts taking off his necktie and looks at the mail (2:15). His wife, wearing a kitchen apron, walks in and hands over a letter to her husband (2:27). The couple argue over unpaid loans as the children witness (2:35). As Hatching lights up a cigarette, he admits that he got a cut in salary (3:26). The couple start screaming at each other as the argument gets heated and the children start crying (4:00). The man kicks the truck that one of the children is playing with and tries turning on the tv (4:40). He starts punching the tv as it refuses to work (4:52) to then start another argument with the wife who is holding a crying baby (5:15). The man kicks the toys and screams at the child as he sits down to watch a basketball match on the tv (5:34). Little boy changes the channel to watch a cartoon (6:01). The father comes back and slaps the kid (6:20). As the kid is walking backward, he trips and drops the food tray on the table (6:32). The father throws the kid across the room and starts punching as the wife stops him (6:36). The man then proceeds to punch the tv and break it (6:45). LAPD police car arriving (7:38). The LAPD officer is inquiring the man about the bruise on the little boy’s face (8:10). Officer Green enters the apartment and starts examining the broken appliances (8:40). The officer starts questing the man about the incident (9:33). The man, Jamie Lowell Hatching explain the situation to the officer as the wife and young boy walk in (10:01). They sit on the coach as the officer makes a phone call (10:58). Officer Green with a woman walking in the house after a short conversation (11:32). Sergeant Christopher and Officer Green have an argument with Mr Hutchins about the examination of the child’s bruise (12:26). The parents leave the living room as asked by the officers (13:21). Sergeant Christopher sits Bobby (the young boy) on the table and questions him about his bruise (13:35). She then takes off Bobby’s shirt to discover other bruises in his body (13:48). She holds a camera to take pictures of the broken tv and the food tray in the living room (14:25). Sergeant Christopher explains other procedures of cases of child abuse to Officer Green (15:35). Hitching family getting out of a police car with the officers (17:58). A doctor examining Bobby’s bruises (18:26). The doctor shows the results to Officer Green and Sergeant Christopher (18:52) and then showing them some x-rays of Bobby (19:11). Officers talking about the arrest of either of the parents in the hallway of the hospital (20:31). The officers walk in and give the news of Bobby’s health to the waiting parents (20:57). Repeated scenes from the earlier events (22:26). David Lee, Deputy Attorney General asking James S. Apthrope, “Pediatric Trauma Co-ordinator” at the Children’s Hospital Los Angeles about examination of visible injuries by the police (24:09). Picture of a bruise in lower thighs (24:27) and in the back of a child (24:29). The conversation between the two continue (25:10).
