Hamas and Israel have agreed to the “substance” of a deal that would result in the remaining civilian hostages held in Gaza being freed in return for a ceasefire lasting 40 days, according to a Qatari official. A resolution could be reached within weeks, the official added. Mediators led by Qatar and Egypt hope the momentum could lead to an end to the war, negotiations on governing Gaza and a long-term resolution to Israeli-Palestinian conflict. Hamas is yet to commit itself to the deal, however, and an official from the group told The Times no decision had been made on whether it would accept.
