What does is mean to be English?

Thirty years ago, John Major, the Prime Minister at that time, tried to evoke what he thought of as the quintessential idea of ‘Englishness’. He quoted George Orwell’s passage about old maids biking to Holy Communion through the mist and was widely mocked for being a Little Englander. What does it mean though to be English?
