The Ross Class got its start in the Star Trek Adventures Clear Skies playthrough before entering into the lore of Star Trek Online. It then was made canon in Picard as part of the 25th century Starfleet. The Ross replaces the Galaxy class and takes elements from the Sovereign but it’s got more going on than first appears.
